Biography
Chip Paul has made significant contributions to the study of the
endocannabinoid system. Chip works tirelessly to educate and promote
education around this major system. Chip has worked to also separate
education and knowledge of the endocannabinoid system from the
cannabis marketplace. Chip is a world leader in the theory of the
endocannabinoid system.
In 2015, Paul made a groundbreaking discovery that natural products can
influence the endocannabinoid system. He went on to write patents based
on this idea, and these patents were issued in 2020. As a pioneer in the
field, Paul became the first to "engineer" herbal formulations based on his
deep understanding of their effects on the endocannabinoid system.
Paul's collaboration with Dr. David Colby, an NIH researcher at the
University of Mississippi since 2017, has resulted in further intellectual
property related to endocannabinoid system testing. Paul's unique
perspective and expertise have allowed him to contribute to the
development of the educational program led by Dr. Colby at the University
of Mississippi, making him the first businessperson and external researcher
to collaborate with the university on the endocannabinoid system.
His work has revolutionized our understanding of human function, with
particular breakthroughs in the treatment of autism. Under Paul's "model of
human function," autism was deconstructed and reconstructed, leading to
new insights and innovative therapies. Clinical studies on Paul's autism
formulation are planned to commence in 2024.
Currently, Chip Paul and his wife operate a clinic in Edmond, Oklahoma,
where they work closely with customers. Paul specializes in thermal
imaging, which allows him to establish baselines and document the efficacy
of their herbal products.
From 2018 to 2022, the Pauls owned and operated GnuPharma, a
botanical new drug development and CBD manufacturing company.
GnuPharma produced its own products as well as provided white-label
manufacturing for other CBD brands. Due to regulatory challenges imposed
by the FDA in 2022, the Pauls made the decision to close GnuPharma and
focus on their clinic operations.
The Paul’s have also developed many formulations under Chip’s patents.

Professional:
In 2013, Chip and his wife Cynthia co-founded Palm Beach Vapors, the first
brick and mortar e-cigarette retail franchise in the country. Their innovative
concept gained recognition and was featured in Entrepreneur Magazine in
February 2015. Unfortunately, due to FDA regulations in 2016, the business
model was disrupted, leading to the release of all franchisees.
In 2007, before venturing into the e-cigarette industry, Chip purchased a
franchise for the Tulsa area called Right At Home. Right At Home, a senior
care model, experienced significant growth under Chip's leadership,
surpassing $2 million in annual revenue. His dedication to senior care
earned him recognition as one of the key owners within the franchise
system. The Paul’s successfully exited this startup.
Prior to his entrepreneurial endeavors, Chip held several corporate
positions. After obtaining a degree in Mathematics from the University of
Oklahoma, he worked for Southwestern Bell Corporation, where he
developed essential metrics to measure affirmative action progress. He
later joined Phillips Petroleum Company and Williams Communication
Company/Vyxx, where he managed teams and successfully implemented
large-scale projects. At Williams/Vyxx Paul held responsibility for a
$20MM+ budget and a staff of 40 engineers.
Activist:
In 2014, Chip and Cynthia founded Oklahomans For Health (OFH), a
501c4 non-profit organization dedicated to advocating for medical
cannabis. OFH petitioned the State of Oklahoma twice, with Chip serving
as the primary author of the petitions. Although the first petition in 2014 did
not reach the ballot, it sparked important conversations about medical
cannabis in the state. After extensive research and studying medical
marijuana laws across the country, Chip rewrote the petition, which
ultimately became SQ788. Despite facing opposition from numerous
entities, including government officials, medical associations, and law
enforcement organizations, successfully defended the law and ballot title at
the Oklahoma State Supreme Court. The law was eventually awarded the
2018 primary ballot, resulting in a favorable 57% YES vote. Chip's
instrumental role in crafting and regulating Oklahoma's medical marijuana
law has positioned him as a leading figure in the industry.
Chip's commitment to the cannabis industry extends to the foundation of
Oklahomans For Responsible Cannabis Action (ORCA), a cannabis trade
organization focused on advocating for the collective benefit of the
commercial industry and patients in Oklahoma. Through direct engagement
with the Oklahoma Medical Marijuana Authority, lawmakers, business
owners, and patients, Chip works tirelessly to shape and improve the
regulated Oklahoma Cannabis Marketplace.
Oklahoma:
Chip's deep connection to Oklahoma is rooted in his heritage as a 6th
generation Oklahoman and Chickasaw. His family's history in Oklahoma
predates the Trail of Tears, with his ancestors being integral to the founding
of schools and communities, including Pauls Valley. Chip's family has a
strong presence within the Chickasaw Tribe, with several members
achieving Hall of Fame status. His uncle, a former General Counsel at
Phillips Petroleum Company and Past President of the American Bar
Association, serves on the Chickasaw Community Bank board. Chip's
father, a past President of the Oklahoma Bankers Association, held
significant positions in the banking industry. His mother's side of the family
includes notable figures, such as Charles Engleman, who transformed the
Clinton Daily News into a prominent newspaper and served as a University
of Oklahoma Regent.
Educator:
Chip Paul is widely regarded as one of the leading figures in
endocannabinoid theory and education. He has written and been part of
editorial decisions for the only peer reviewed medical journal in the field of
endocannabinoid medicine. His deep understanding of the
endocannabinoid system has allowed him to push the boundaries of
research and innovation in this field. Although he doesn't hold a Ph.D., Chip
has been involved in research projects as the Principal Investigator,
collaborating with esteemed Ph.D.s and MDs. He has a remarkable ability
to teach and educate individuals at various levels, from patients to Ph.D.s
and MDs. Chip has served as the lead educator for Mace Media Group,
which hosts major national CBD expos. He has also been a speaker at
numerous CBD and cannabis conferences in Oklahoma over the past three
years.
